US senators are meeting during the weekend for the first time since the federal closure began over a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to diminish as GOP senators proposed a proposal toxic to Democrats: scrapping the ACA, called Obamacare.
Deepening Impact of Federal Closure
The effect on Americans from the lengthiest closure of the federal government in history deepened on Saturday, as government employees went unpaid, carriers were forced to cancel flights and SNAP benefits have been postponed for forty-two million Americans.
Trump's Proposal from Golf Course
As Saturday's session got started, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Several Republican senators praised the plan, which is similar to a alternative for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is truly better for the consumer," one senator stated.
Another senator praised Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Response
Democratic senators expressed alarmed responses to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another lawmaker reacted to the criticism of carriers by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? In that case I applaud your support for universal healthcare."
Continuing Negotiations
The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an openness to an emerging proposal from a handful of centrist lawmakers to terminate the shutdown in exchange for a future vote on the ACA subsidies.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans rejected an proposal to reopen the government and continue the subsidies for a year.
Another leading Democratic senator continued in arguing that Republicans should accept a 12-month continuation of the payments before negotiating the long-term of the tax credits.
"Inaction is irresponsible because people will go into debt, people will lose insurance, people will get sicker," the senator stated in a Senate address. "That is what will happen if this Congress fails to act."
Political Dynamics
None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of several Democrats to reopen the government, and the idea of repealing and substituting Obamacare with savings accounts is improbable to earn a single Democratic vote.
Several analysts indicated that the core of such a proposal would eliminate the ACA's mandate that insurance companies cover patients with pre-existing conditions.
After his golf outing, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a iteration of the plan that failed to secure enough support in 2017.
